The City of Westminster, though just a London borough, may as well be a city in its own right, occupying the busiest part of Central London. Halal offerings in this area are centred on the largely Arab district of Edgware Road in Paddington. Here, you can see scores of Middle Eastern restaurants with outdoor shisha (smoking is not allowed indoors in any UK restaurant).
